New Concert Guidelines in Malaysia: Dress Modestly and Show

Ohana Magazine – Malaysia introduced new rules for international concerts. Attendees must dress modestly and maintain respectful behavior throughout the event. Deputy Secretary-General of the Ministry of Communications, Nik Kamaruzaman Nik Husin, explained that while the guidelines target organizers and artists, they also apply to audiences. He stressed that the rules do not reduce enjoyment but ensure safety and cultural respect.

Prohibited Actions at Concerts

The government banned disruptive behavior. Visitors cannot bring weapons, alcohol, drugs, or provocative posters into venues. Shouting offensive remarks, throwing objects, or inciting religious sentiment may result in immediate removal.

Clothing Requirements for Audiences

The rules highlight the need for modest clothing. Although officials did not provide exact details, they emphasized that revealing outfits are not allowed. This requirement covers both concertgoers and performers.

Cultural Briefing for Performers

Concert organizers must brief international artists before shows. Male performers cannot wear female clothing. Both men and women must avoid exposing their chests or wearing shorts above the knee. These steps aim to respect Malaysia’s cultural and religious values.

Concerts and Islamic Holidays

Malaysia also restricts concerts during Islamic holidays. Large events with more than 5,000 attendees cannot take place on the eve or during those holidays unless religious authorities approve. This ensures harmony with local traditions.

The Kill Switch Mechanism

Since 2023, Malaysia has used a kill switch system for concerts. Authorities can stop a performance immediately if artists violate cultural or legal rules. The government introduced this tool after a controversial 1975 concert incident. Nik Kamaruzaman clarified that officers will only use the kill switch in serious cases, prioritizing audience safety and legal order.

Monitoring and Enforcement

Puspal officers will oversee concerts. Depending on the event size, two to six officers will attend. They will work with police, tax officials, religious authorities, and immigration officers. Together, they can recommend using the kill switch if violations occur.
